Description

The Department of Veterans’ Services is seeking an experienced senior executive to serve as Chief Information Officer; this individual will report directly to the Deputy Commissioner. This position will combine creative vision and practice to design, implement, and manage multiple transformational digital products in service of New York City veterans and their families.


The CIO will be a key decision-maker from concept to launch and remain continually involved in analyzing end-user feedback for implementing product improvements. 

Skills and responsibilities

Specific responsibilities include, but are not limited to; 

   • VetConnectNYC: Lead the management of a city-owned digital portal that connects approximately 225,000 veterans and their families with a full range of care, services, and resources from a network of public, private, and non-profit partners. 
   • After launch, the Manager will continue to refine the digital portal based on end-user feedback. 
   • Veteran Homelessness: Collaborate with key stakeholders across City agencies and Mayor’s Offices to maintain Functional Zero status for veterans and their families in New York City with the use of digital innovation, predictive analytics, and citizen engagement. 
   • Strategic Management: Broadly build key partnerships with internal and external stakeholders in information technology, digital innovation, and data use towards increasing government efficiency and effectiveness. 
   • Systems Development: Oversee the continued enhancement of the Agency’s customer relationship manager (CRM) and other digital systems to track services provided to veterans and their families. 
   • Analytics: Leverage the use of data analytics to inform and support the senior team’s policy-making process.
   • Oversee the technology team including a director of information technology, director of digital services, and the systems and data manager.

Qualifications

Minimum qualifications

1. A master's degree in computer science from an accredited college and three years of progressively more responsible, full-time, satisfactory experience using information technology in computer applications programming, systems programming, computer systems development, data telecommunications, database administration, planning of data/information processing, user services, or area networks at least 18 months of this experience must have been in an administrative, managerial or executive capacity in the areas of computer applications programming, systems programming, computer systems development, data telecommunications, data base administration, or planning of data processing or in the supervision of staff performing these duties; or 
2. A baccalaureate degree from an accredited college and four years of experience as described in "1" above; or 
3. A four-year high school diploma or its educational equivalent approved by a State's department of education or recognized accrediting organization and six years of experience as described in "1" above; or 
4. A satisfactory combination of education and experience equivalent to "1", "2" or "3" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent approved by a State's department of education or recognized accrediting organization and must possess at least three years of experience as described in "1" above, including the 18 months of administrative, managerial, executive or supervisory experience as described in 
"1" above. 
Qualification Requirements (continued) 
NOTE: The following types of experience are not acceptable: superficial use of preprogrammed software without complex programming, design, implementation or management of the product; use of word processing packages; use of a hand held calculator; primarily the entering or updating of data in a system; the operation of data processing hardware or consoles.

Preferred qualifications

• Baccalaureate degree from an accredited college is required; graduate degree in Management Information Systems (MIS), Computer Information Systems (CIS), IT Management and Project Management is a plus.

  • Demonstrated commitment to public service is essential; veteran status is a plus
