The Open Contracting Partnership (OCP) is a silo-busting global collaboration between governments, businesses, civil society and technologists to open up government contracting and deal-making through better disclosure, data and engagement. We do this so that the huge sums of money involved are spent honestly, fairly and effectively.

We work across sectors and along the whole process of government contracting to use the power of open data to save governments money and time, deliver better goods and services to citizens, prevent corruption and create a better business environment for all.

The OCP is a fiscally sponsored organization by the Fund for the City of New York(FCNY) through its partner project program. FCNY provides fiscal, administrative and human resource functions to the OCP. We are based in both Washington, DC but with a presence in the UK and in Europe.

We are looking for a smart, sassy and organised professional to lead our global advocacy and engagement with businesses as part of our mission to reform the multi-trillion dollar colossus that is public contracting and procurement.

Business should be a key champion of making public contracting open, accessible and fair yet they are almost completely ignored and overlooked in policymaking. With rare exceptions, they see government contracting is a world of pain - something that it done to them, not something that is planned with them. Business leaders rarely get excited or enthused about it: it’s a compliance based chore left to underlings in darkened basements.

You are the person to change all that. You should be a fearless self-starter, prepared to engage with businesses and business associations around the globe to encourage them to support open contracting. You should also be smart and sassy prepared to strike out and approach major government contractors and engage them in robust arguments about why open contracting matters and why the entrenched status quo needs to change. 

This is a full-time position, working with our small but superb team around the world. You will either based in the US (at our DC office in the Wonder Bread Factory Office Building) or in the UK.

  • Advocate for open contracting at the highest levels of business and business associations and with investors and allied international organisations etc as well as other connected organisations including multilateral development banks, different parts of national and international government etc. You should have the energy and enthusiasm to hussle and build a global alliance of SMEs (and perhaps other businesses) supporting open contracting around the world.
  • Participate and lead relevant conferences, meetings and public events. Be prepared to pitch open contracting in ways that matter to time poor, overworked business owners and entrepreneurs. 
  • Use your expertise and insight to contribute to other value added engagements including leveraging business voices etc in processes like Open Government National Action Plans and also to support programmatic country engagements on open contracting (especially in infrastructure or extractives etc). 
  • Help us explore new ways of engaging companies in sustainable manners, for example through a private sector focused open contracting incubator or accelerator. 
  • Proactively identify, develop and leverage productive relationships with key opinion formers and policy makers especially in the business community.
  • Work to influence a broad range of decision makers and opinion formers leading robust and evidence-based research and advocacy. 
  • Craft concise, effective and engaging advocacy materials to the highest standards.
  • Work with the Senior Communications Manager and our Senior Advocacy Manager to create snappy and engaging communications, especially around key products and events for a range of external audiences.
  • Help us in building a portfolio of impact stories from our partners on the ground, especially as it relates to improving competition and a better business environments. 
As a small team, we also expect everyone to support everyone else. As such, this role may involve:
  • Support excellent implementation of open contracting on the ground, especially helping local partners with local to overcome resistance and navigate political challenges, especially by engaging and enlisting business champions, 
  • Support and developing strategic and ongoing relationships with members of the media, especially in the business press, and proactively look for alternative/innovative ways to communicate our core messages.
  • Work proactively to boost OCP’s public and social media profile on private sector issues, including updating our social media and also adding new features and sections to our website.
  • Support fundraising and development activities by providing campaign information when required and building relationships with key funders that focus on business engagement as appropriate.

Skills and Experience Required
  • Excellent advocacy skills with a demonstrable track record of impact and effectiveness, especially as regards to engagement of businesses.
  • Specialist knowledge of a business sector (such as extractives, health, tech or infrastructure) or a category (such as SMEs) an advantage. 
  • Great communicator across international audiences. 
  • Excellent written and spoken English, able to produce compelling copy quickly and accurately.
  • Relevant tech and social media experience including ability to help manage websites and social media platforms. 
  • Fluency in other languages highly desirable, especially Spanish or French.
  • Self organiser with strong organizational and time management skills.
  • Experience with grants management and reporting (as grant recipient) desirable
  • Valid work permit for UK or US.
