The Performance and Innovation Division, a part of the Knowledge Department, increases the Unified Government's (UG) capacity in performance management, project management, data-driven decision support and innovation.  The team is comprised of people versed in business process improvement, data analysis, requirements definition, software selection, software implementation, change management, risk management, research, training and project management to support UG departments and agencies in increasing their performance and service capabilities. The team operates cross-functionally with internal and external resources to deliver organizational initiatives with goals of innovation, collaboration, and continuous improvement. The team remains up-to-date on new and innovative ideas through industry publications, industry groups, and active involvement in the strong entrepreneurial and technology incubators and organizations within the Kansas City Metropolitan area.

The Information Technology Project Manager will be part of the Knowledge Department’s Performance and Innovation Division, which focuses on increasing the Unified Government’s capacity to identify and apply innovation, and provides business process improvement, project management and data-driven decision support. The Project Manager will report to the Performance and Innovation Manager.
The projects our team is working on includes:
  • First in the nation to combine local and state government services on a local government mobile application (myWyco - on Apple and Android). 
  • Implementing new fiber network
  • Deploying body cameras for law enforcement
  • Implementing a new health department electronic medical record system
  • Video arraignment
  • Process and technology improvements to improve the experience in our courts
  • and much, more - with over 40 projects in-flight

The Project Manager will lead cross-functional projects that include business process and technology initiatives that reduce costs, improve business performance and increase efficiencies.

Skills and responsibilities

Assist with smart-city initiatives and analysis of emerging technologies: 
  • Identify opportunities to fully-utilize the UG’s technology assets to provide enhanced operational capabilities, smart-city capabilities economic development and community access. 
  • Perform studies on issues related to innovation, furthering technological growth within the county and city and expanded use of municipal technology. 
  • Research national best practices for emerging technologies and performance improvements Lead technology enhancements and operational improvement initiatives: 
  • Support the UG agencies and departments in delivering operational, customer service improvement and technology enhancement initiatives. 
  • Using proven methods, guide department clients through the process to document as-is business processes, identify areas for improvement , define functional and technical requirements, research alternative solutions, evaluate finalist solutions and implement solutions.

Ideal candidate has five to seven years experience: 
  • Leading large cross-functional business process and technology projects within organizations 
  • Effectively communicating with a wide-range of stakeholders 
  • Professional presence and confidence dealing with all levels within and organization
  • Demonstrating strong analytical skills, problem determination/resolution experience and creative problem-solving leadership.
  • Strong verbal and written communication skills 
  • Skilled in planning, facilitating and leading large cross-functional presentations and meetings 
  • Proficiency in software selection, software implementation, systems analysis and business process improvement projects 
  • Business acumen with strong understanding of technologies– ability to talk to both a business or technology audiences
