As liaison between management, users and technical professionals, the Business Systems Analyst Senior/Lead provides functional analysis of business processes used to successfully and efficiently conduct operations and is responsible for the identification, development and recommendation of business process changes and improvements; including new technology, training, and change management. Also, represents the Planning & Development Department in all IT projects and discussions, and develops and refines the methodology and procedures necessary to standardize business requirements gathering, software design definition, and testing plans. Creates reports for extracting data to analyze productivity at department-wide and individual staff level, as well as data visualization such as dashboards. Works with business groups to define short and long term system development and processing plans based on business needs.  Positions at this level are responsible for more complex assignments that require considerable independent discretion and judgment and lead professional level staff.

Gathers and documents business requirements, and defines functional specifications. Works with software developers to create business applications that improve, simplify, and streamline business processing functions. Develops and refines the methodology and procedures for gathering business requirements, creating design specifications, and building software test plans. Works side-by-side with developers to resolve questions and issues related to business rules and application functionality. Performs software testing and QA. Mentors and trains less experienced staff members. Provides end-user training on all agency applications. Defines and maintains QA and UI guidelines and standards. Creates and maintains all application-related user manuals. Learns and understands business practices and processes in order to improve business-related problem-solving abilities. Completes special projects and other duties as assigned.

Minimum qualifications

Bachelor's degree in Computer Science, Information Systems, Business or a closely related field and four (4) years' business systems analysis experience.  An equivalent combination of post-secondary education and/or job-related experience may substitute for the minimum qualifications on a year for year basis.

Must possess, or have the ability to obtain by the time of hire, a valid Arizona driver's license.

Preferred qualifications

Experience with software development lifecycle as related to the business analyst (requirements gathering, design development, software testing process, quality assurance, standards conformance, etc.). Experience with relational databases (Accela).
Certifications in project management, product development lifecycle or process management.  Proficiency with Power BI, SQL, and Visio.
