The Office of Civic Innovation and Digital Strategy (Innovation Team) is charged with improving the efficiency and effectiveness of City services and executing the City’s Smart City Vision. Located within the City Manager's Office, the team directs and oversees a broad range of innovation projects ranging from user-centered process improvements to Internet of Things demonstration projects. 

The Demonstration Project Manager works as a member of the Innovation Team, reporting directly to the Director of Civic Innovation and Deputy City Manager responsible for 21st Century Infrastructure. You will be part of a team of 5-8 talented individuals who are passionate about innovating city government. 

The City has a Demonstration Partnership Policy that enables the City to enter into agreements with vendors to test innovative solutions that has the potential to solve a real city problem.

The Demonstration Project Manager (DPM) is responsible for managing demonstration projects from ideas conceptualization to project close, across all phases of the project execution.

Examples of leading edge current or pending demonstration projects including piloting Facebook’s Terragraph Service, closing the digital divide with Community Wi-Fi across certain East Side Union High School District attendance areas, and exploring innovative ways to reduce the cost of broadband fiber deployment through Micro trenching and Nano trenching.

The DPM role requires a balance of strategic thinking, project and program management discipline, and execution orientation. They will focus on understanding an existing city challenge that can be solved through process improvements and technology solution implementation. 

This role requires collaboration with various city departments including, but not limited to the City Manager’s Office (CMO), Mayor’s Office, Corporate Information Technology,  Public Works, and Department of Transportation. The DPM will also work closely with different vendors and solution providers in scoping, planning and deploying solutions in the field.

Skills and responsibilities

  • Ensure flawless execution of projects that are delivered on-time, within scope and within budget
  • Negotiate project scopes and objectives, involving all relevant stakeholders, and ensuring product’s functional and technical feasibility
  • Develop a detailed project plan to track and monitor progress including the use of appropriate verification techniques to manage changes in project scope, schedule, and costs
  • Measure project performance using appropriate systems, tools, and techniques and provide a timely report to management as needed
  • Ensure internal resource availability and allocation including negotiating with various departments
  • Delegate project tasks to other staff members based on their project role, individual strengths, skill sets and experience levels
  • Create and maintain appropriate project documentation for traceability and verification
  • Conceptualize risk management approaches to minimize project risks and create alternate paths to deliver the project outcomes
  • Create and execute issue management approaches to resolve project issues
  • Focus on organization readiness activities and getting the city departments prepared to support the product/ solution after initial launch

This position is part of a brand new team being piloted and is approved through June 30, 2018.  The intention is to continue this position into the next fiscal year, though extension of this position is subject to approval.

Minimum qualifications

Any combination of training and experience equivalent to successful completion of a Bachelor's Degree from an accredited college or university and four (4) years of professional level analytic and/or administrative experience. A Master's Degree in public administration, business administration or related field is preferred, and can be substituted for a portion of the required experience.

Preferred qualifications

  • Education: completion of a Bachelor's Degree from an accredited college or university in engineering, business administration or related field. A Master's Degree is preferred.
  • Experience: At least five (5) years of professional level experience in business analysis or technical solution design, including five (5) or more in the project management discipline.

  •  Job Expertise: Adequate hands-on knowledge of project management principles and Project Management Institute (PMI) toolkit. Conversant with managing project scope, budget, schedule, and risk.
