The goal of CWDS is to design and develop a suite of web applications to replace the legacy mainframe-based Child Welfare Services Case Management System. As California’s premiere technology project utilizing Agile methodology, CWDS is embarking on a groundbreaking initiative based on the principles of user-centered design and iterative development. CWDS leverages open source technology including Java, Ruby on Rails, PostgreSQL, and AWS elastic cloud infrastructure.

California is recruiting for a chief to lead development on one of its highest profile systems, the Office of Systems Integration Child Welfare Digital Services project to replace a 20 year-old legacy system used by case workers across the state’s 58 counties. Using open source software, Agile methodologies and user-centered design, the project is embarking on an innovative new approach for California state government.  

Considered a senior member of the project team, the Development Chief will directly oversee 
 state and hired contractor teams working in a variety of environments to develop web-based applications, underlying technology platform, data architecture, and associated cloud infrastructure. We are seeking a motivated, energetic servant leader who can provide technical and managerial guidance to our diverse engineering teams.

Qualifications

Minimum qualifications

State Classification: DATA PROCESSING MANAGER III.  EITHER I  -  Two years of experience in the California state service performing electronic data processing duties in a class with a level of responsibility equivalent to Data Processing Manager 1, at least one year of which shall have been in a management assignment. -  OR II  -  Three years of experience directing all phases of the operation of a large electronic data processing installation. (Experience in the California state service applied toward this requirement must include one year performing the duties of a class with a level of responsibility equivalent to Data Processing Manager 2.)

Education Experience:  The following educational background is required of all competitors who wish to be given credit for experience under the outside experience pattern for any level:
Education: Equivalent to graduation from college. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.) 

Preferred qualifications

  • Strong leadership and communications skills 
  • Understanding of DevOps and strong technical background 
  • Use of Agile/SCRUM methodology
  • Strong decision-making and problem solving skills 
  • Experience leading contractors teams in a government setting
