We are seeking a Senior Analytics Engineer who will be a critical member of the core data analytics team, serving as the technical lead by providing prompt, professional data engineering expertise.

Under the direction of the Data & Analytics Manager, the Senior Analytics Engineer will serve as the technical lead to support the development of a Smart Cities Program for the San Francisco Planning Department.  This role will leverage data architecture and data engineering expertise to design and implement modern data systems, business intelligence and data analytics solutions that will produce actionable, timely and accurate data including the expansion of the Department’s 3D geospatial analysis capabilities, systems integration that support dashboard development, web maps and reporting, and designing solutions that will move staff from manual to more streamlined data tracking solutions. Success in this role means staying up-to-date and applying the best tools and techniques to process both structured and highly unstructured data to perform complex computations in a scalable, reproducible and automated manner. As a systems thinker and innovator, this role’s highest pursuits are continuous integration, clean data and continuous delivery to add features quickly while maintaining solution stability and scalability.  This position will work cross-functionally with data analysts, GIS analysts, engineers, urban designers, planners, policymakers and other stakeholders to translate business requirements into efficient technical solutions. This role has a demonstrated aptitude for successfully working with stakeholders across a highly matrixed organization, navigating competing interests and priorities and building solutions that clearly communicate critical issues and opportunities and drive data-informed decision making. Through the design of elegant integrated data systems, this role will make significant contributions to expanding the Department’s data and analytics capabilities in key areas such as housing production, racial and social equity, COVID-19 recovery, growth projections, urban design, land use, scenario planning, climate and resilience planning, operations and business process improvements.

Skills and responsibilities

Essential duties include, but are not limited to:
  • Modernize the Department’s data infrastructure and data management methods including analyzing business requirements to meet evolving data needs, conducting feasibility studies, evaluating technology and data services solutions, optimizing existing queries and integrating external and third party data sources.
  • Design, build, launch and maintain efficient data extraction, transformation and loading processes to ensure data integrity and validate data to ensure accurate data results.
  • Work closely with Planning IT, the Department of Technology, Digital Services and other partner agencies to ensure upstream technology and business process changes as well as new technology deployments integrate seamlessly with the Department’s data models and systems. 
  • Design and support new and existing data models and pipelines and establish data governance procedures and clear documentation.
  • Develop and maintain databases and data models that support Power BI dashboards, ArcGIS maps and other data products.
  • Develop procedures and solutions that eliminate data discrepancies among various information systems and reports.
  • Serve as a technical mentor and provide training to peers and junior staff on best data management practices.

Minimum qualifications

  1. Education:
    An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field]. 
  2. Experience:
     Three (3) years in the information systems field, including system analysis, business process design, development and implementation of business application solutions or IT project management.
     Special Conditions
  3. Two (2) years of experience in Geological Information System (GIS) using ESRI products to perform analysis, design, development, implementation, and production support for GIS applications.
  4. Two (2) years of verifiable and recent experience in enterprise relational database modeling and design of  SQL Server, and other relational databases.

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years).   • BS/BA in Computer Science, Information Systems, Mathematics, Engineering or related technical field.
  • 3+ years of experience in data/information architecture, data warehousing, data engineering, system development or a related field.
  • 3+ years of experience in ETL design, implementation and maintenance.
  • Strong experience with data architecture, design and implementation.
  • Strong experience in Python, SQL, ArcGIS Desktop/ArcGIS Pro, ArcGIS Server, ESRI geoprocessing models, ArcPy, ArcGIS Online, ArcGIS Server Javascript API, AWS and Rest APIs.
  • Strong experience with geodatabase design and management especially ESRI enterprise geodatabases with PostgreSQL and Oracle, as well as implementing best data management practices.
  • Experience translating business needs into technical implementations, including mapping out business processes and data models.
  • Entrepreneurial, with a proven ability to execute on multiple tasks simultaneously.
  • Flexible as the needs and demands of the team evolve.
  • Experience communicating results, pros and cons of technical solutions with non-technical stakeholders.
