The State of North Dakota is looking for a Director of Security Operations to lead the development of one of the world’s most advanced Security Operations Centers to protect a state network of over 250,000 devices including autonomous farms and smart roads designed to end world hunger, the Nation’s only research environment for beyond line of sight Unmanned Arial Vehicles, as well as the defense forces for 2/3rds of the Nation’s Nuclear Triad. The Director of Security Operations will provide direct supervision, leadership and guidance to the Cyber Operations Team in the Office of the CISO. The successful candidate will plan and coordinate team assignments, problem resolution, evaluate information and network security, change management, access control, IT infrastructure, server virtualization, software development, cloud computing and other key areas. The Director of Security Operations must also be able to make sound decisions with minimal guidance, stay abreast of current trends and changes in cybersecurity and privacy. The Director of Security Operations must also possess strong interpersonal skills with the ability to motivate individuals and create a strong team environment.

Qualifications

Minimum qualifications

The ideal candidate will have a broad understanding of technology and facets of enterprise operations including General IT knowledge, Security Fundamentals, Network Systems, Firewalls, IDS/IPS Systems, Security Email Flow, End-point Security, and, Network Security concepts Windows & Linux Systems Administration, Windows/Linux, and cloud security fundamentals. Experience in enterprise IT and Business Operations are a bonus.  

The ideal candidate will have significant experience:
•Directing a security operations center,
•Conducting robotic process automation,
•Vulnerability enumeration and management,
•Leading cyber response and recovery operations,
•Operating cybersecurity red teams and penetration testing,
•Cloud architecture and security, and
•Cyber forensics.

Minimum requirements for the ideal candidate will include:
•A post-graduate degree in computer science, cybersecurity, or business and seven years’ experience in cybersecurity leadership,
•Or a bachelor’s degree in computer science, cybersecurity, or business and ten years’ experience in cybersecurity leadership,
•CISSP or equivalent DOD 8570 CSSP Manager and IASAE III certification, and
•Secret Clearance (or ability to qualify and maintain a secret clearance)

Work experience must include problem resolution, evaluation information and network security, change management, access control, IT infrastructure, server virtualization, software development, cloud computing and customer relations to a large customer base and/or acting in a technical role which includes support, implementing or managing a large enterprise end user environment. This position requires a team focused individual that projects a positive attitude and enthusiasm for change while trying to bring together multiple diverse groups of people for a common goal of the state's unifying efforts and process efficiencies.

Preferred qualifications

Duties and Tasks  

The Director of the North Dakota CyOC is responsible for developing and implementing operational information security program for the state. The Director of the CyOC will work with industry partners, state agencies, and political subdivisions to establish and operate a state-wide cybersecurity programs including:
•Ongoing security monitoring of network and endpoint devices, 
•Cybersecurity threat analysis and information sharing,
•Vulnerability management, 
•Cyber response and recovery operations, 
•Forensic analysis,
•Application security reviews, and 
•Red Team, Blue Team, and Purple Team Operations.

The CyOC director will also be responsible for executing multiple high impact initiatives to achieve the State’s strategic goals including:
•Aggressively pursuing security process automation,
•Leading development of a multi-state Security Operations Center, 
•Instilling and reinforcing a DevSecOps and shift-left culture,
•Mentoring and coaching the state’s cybersecurity analysts, and
•Ensuring North Dakota has technology capable of securing the next generation of technological innovation.

Remote work is acceptable with occasional trips to Bismarck ND, or other meeting locations within the US.
