Work involves activities associated with managing multiple staff responsible for the development of major software applications for state agencies and to address situations or problems with automated solutions.? Work also includes serving as a trusted business partner by coordinating customer activities pertaining to application development projects.  Positions assigned this classification perform under the broad policy guidance and direction of the Applications Director, located in the NDIT Data Division.
 
Duties and Tasks  

•Coordinate major application  development projects by  providing leadership in the determination of staffing requirements and assigning resources accordingly.
•Establish and maintain customer relations by evaluating customer satisfaction, assuring that service levels meet customers’ expectations, addressing software development billing issues, and responding to issues and concerns.  
•Research issues encountered in the application development area; collaborate with other divisions of NDIT  to resolve problems and coordinate or develop alternative problem resolutions; determine appropriate resolutions or make recommendations involving problems of broader issues.  
•Provide evaluation and input to the development and maintenance of NDIT’s  policies and standards affecting users.  
•Research, establish, evaluate, and revise application  development processes and methodologies; provide for updates and upgrades of development tools and training materials.  
•Interview and select staff members; manage assigned staff by planning, developing and implementing work standards, coaching and mentoring, evaluate and rate employee performance, implementing and monitoring performance management measures, and initiating and carrying out disciplinary measures as required.  
•Ensure effective utilization of assigned resources; provide budgeting data; participate in NDIT’s strategic planning process; and perform related administrative duties.

Requires a bachelor’s degree in computer information systems, computer science, or a closely related field, and five years of progressively responsible work experience that included employee supervision.  Additional work experience may substitute for up to two years of the education requirement on a year-for-year basis.
