Skills and responsibilities

GS 12:
  • Identify system objectives, functions, and requirements.
  • Analyze system capabilities issues, and interoperability
  • Prepare technical specifications
  • Evaluate change requests, which represent software problems, modifications, or enhancements, to identify needed changes and determine interface impact.
  • Test software code changes.

GS 13:  In addition to the above duties,
  • Develop test plans, specific test cases, and installation plans.
  • Evaluate and recommend to supervisor changes to the systemwhich involve major effects.
  • Prepare complex data flow diagrams, state and flow diagrams, hierarchy charts, structured flow charts, hierarchical input/output diagrams, decision tables, and security schemas.
  • Participate in structured walk-throughs and may serve as a member of qualify assurance teams, as required.
  • Provide training to users or assist other entities in doing so, as required.

Qualifications

Minimum qualifications

All applicants will be rated on the following Competencies:

Specialized Experience (SE):

GS-12: Applicant must possess at least one (1) year of specialized experience equivalent to the GS-11 grade level.
SE is defined as follows:
  • Experience working in a full stack development environment
  • Development experience in Java or other object-oriented programming languages.
  • Working proficiency and communication skills in verbal and written English.
  • Development experience with database environments (Oracle SQL, PostgreSQL)
  • Experience with Change Tracking and Source Code Management tools

In addition to the above experience, GS-13 applicant must possess at least one (1) year of specialized experience equivalent to the GS-12 grade level.
  • Software development experience in one or more general purpose object-oriented programming languages such as C# or Java.
  • Experience working with two or more from the following: video game development, web application development, mobile application development
  • Working proficiency and communication skills in verbal and written English.
  • Software development experience with Spring and Spring Framework Components.
  • Software development experience with Java Script and Java Script UI libraries (DOJO, AngularJS)
  • Software development experience with Application Servers (JBOSS, Tomcat)
  • Software development experience with databases environments (Oracle SQL, PostgreSQL)
  • Experience with Change Tracking and Source Code Management tools
  • Designing, documenting, developing, modifying, testing, installing, implementing, and supporting new or existing applications software.

Working Hours: 8:00 a.m. - 4:30 p.m.
