The Information Technology Department is seeking multiple Products-Projects Managers who have a deep passion for building amazing civic products that engage the City’s residents and businesses. The City’s Products-Projects Managers are leaders in the City’s efforts to deliver a superior customer experience to residents, businesses, and staffs. If you are passionate about delivering valuable products, leading cross-functional teams in building features, re-engineering business processes, and have amazing customer empathy, one of these positions may be a superb fit for you! 

The Products-Projects Manager will manage a portfolio of projects, products and platforms associated with one or more of the City’s priorities. Other technical portfolios may be added as required, but currently include:
  • Emergency management technologies.
  • Integrated permitting and development services transformation.
  • Data governance and business analytics.
  • Mobile and wireless communications.
  • Business process improvement and automation.
  • Internet-of-Things platforms and services.   

Responsibilities include administering platform operations and performance, product releases, vendor work, and feature development projects, as well as integrations and providing direct product support. As the champion for one of the City’s priority portfolios, the Products-Projects Manager connects residents with services across City departments and teams to maximize value of technology projects and products in providing day-to-day service and exceptional customer experience.

Skills and responsibilities

  • Product Strategy & Roadmap – Manage the lifecycle of Products (information systems solutions and platforms) in support of assigned objectives, key results, and partners. Analyze trends, customer requirements, input from a diverse set of stakeholders, and process re-engineering / innovation opportunities to establish product vision and strategy.
  • Set product roadmap for uses, features, and integrations.
  • Requirements Management – Translate customer requirements into buildable features, coordinate feature decisions, prioritize diverse demand, and integrate into product planning and development. 
  • Lend roll-out of new features in coordination with City teams, vendors/partners and testing teams to ensure positive release experience for customers and staffs. Ensure effective release and maintenance of services, including re-engineering processes, monitoring, automation, and communications routing.
  • Operational Support – Sustain customer satisfaction through quality customer support, post implementation. Administer system configurations. Analyze and resolve technical issues.

In addition to the starting salary, employees in the Enterprise Supervising Technology Analyst (ESTA) classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.

Minimum qualifications

Education and Experience 
A Bachelor’s Degree from an accredited college or university in a relevant field, AND four (4) years of progressively responsible professional/journey level experience, of which at least two (2) years of experience include lead technical work in development, implementation and maintenance of electronic business systems/solutions, or application development and/or support.   

Acceptable Substitution 
Additional years of increasingly responsible directly related work experience may be substituted for education on a year-for-year basis up to two (2) years.    Completion of a Master's Degree in a relevant field from an accredited college or university may be substituted for one (1) year of the required two (2) years of experience which include lead technical work in development, implementation and maintenance of electronic business systems/solutions or application development and/or support.

  • Technical hands-on experience of applications development and operational support with Cloud Services is highly desirable.
