The City of San José, Information Technology Department, seeks a Senior Budgeting Systems Developer (EPTA). This senior technical lead is responsible for working with the City Manager’s Budget Office and ERP technical teams on continued deployment, configuration, and upgrades of our Hyperion Planning and Essbase, as well as ancillary budgeting, solutions to support City-wide budget planning and management. This is a hands-on position that performs the bulk of the work and at times will oversee work performed by other team members. 

Skills and responsibilities

  • Creates complex reports to support business users and management requests.
  • Troubleshoots data anomalies and discrepancies.
  • Performs system testing to ensure results meet functional specifications.
  • Collaborates with ERP teams to develop integrations.
  • Supports existing interfaces with current in-house systems.
  • Develops automation of a series of manual processes to calculate the city’s personal services costs.
  • Supports operationalization for all phases of budget development, monitoring, and adjustment.
  • Supports modification / reconfiguration of delivered functionality to meet business needs.
  • Writes complex business rules to calculate, manipulate, transform, and move data within and between cubes to achieve client goals for how data is managed and maintained.

Minimum qualifications

Education and Experience
A Bachelor’s Degree from an accredited college or university in a relevant field AND five (5) years of increasingly responsible professional/ level experience in computer applications, systems, networks, or telecommunications work, of which at least two (2) years include responsibility in the development, implementation, and maintenance of electronic business systems/solutions, or application development and/or support.

Acceptable Substitution
Additional years of increasingly responsible directly related work experience may be substituted for education on a year-for-year basis up to two (2) years.  Completion of a Master's Degree in a relevant field from an accredited college or university may be substituted for one year of the required two (2) years of experience in the development, implementation, and maintenance of electronic business systems/solutions, or application development and/or support.

The ideal candidate will possess the following competencies, as demonstrated in past and current employment history.  Desirable competencies for these positions may include:

Job Expertise
– Demonstrates knowledge of and experience with applicable professional/technical principles and practices including: 
  • Minimum 5 years of experience in developing and working with the Hyperion Planning (release 11 preferably), Hyperion Essbase (ASO/BSO) applications including functional design, configuration, and Financial Reporting.
  • Experience with the Hyperion suite (Planning, Essbase, SmartView, Financial Reporting) is required. 
  • Experience in Excel VBA, c#, ASP.NET, and RDBMS is desirable.
  • Experience in implementation and budgeting in the Public Sector is a plus.
  • Experience in writing complex business rules to calculate, manipulate, transform, and move data within and between cubes to achieve client goals for how data is managed and maintained.
