The Judicial Council is transforming the way attorneys, justice partners, and the public conducts business with the California courts, the largest court system in the nation serving over 39 million residents.
The Information Technology (IT) division is responsible for introducing new technologies and electronic services to achieve the goal of a digital court. The division is directly responsible for the development, acquisition, implementation and support of automated and Web systems in the appellate courts, trial courts and the Judicial Council.
The Judicial Council of California is accepting applications for the position of Senior User Experience/Content Analyst (Snr. Business Systems Analyst) to join the Web Services unit of the Information Technology Office.
The Senior User Experience/Content Analyst serves as UX lead for complex Web projects involving user-centered design solutions.
Candidates should be comfortable conducting user research, developing use cases, and journey maps to solve complex interaction challenges for a variety of court users, including those representing themselves (Self-Represented Litigants/SRLs); attorneys, justice partners, and the public at large.
As lead analyst, the position also focuses on defining and recommending digital service design and technology solutions, delivered via our Drupal 8 and OpenText/RedDot content mangement systems.
The position serves as subject-matter expert in all aspects of content production and design, aimed at delivering great user experiences to achieve branch-wide business objectives.

Skills and responsibilities
o Develops, produces, and iterates wireframes, user flows, information architecture diagrams, visual design, and prototypes for both web and mobile experiences.
o Provides a service-delivery approach for requested new websites or web sections. Conducts and documents user needs and business requirements. Collaborates with developers and other internal team members to execute high quality digital service solutions.
o Provides program and project management for complex business challenges and projects. Works in an Agile work environment within a multi-disciplinary team to analyze and deliver implementation strategies.
o Provides hands-on UX methodologies, including user research, journey maps, prototypes, and analytics to deliver data-driven, user-centric solutions.
o Contributes to the development of policies, guidelines, and work-flow procedures for all JCC-maintained Web properties.
o Acts as subject-matter expert on Web usability and digital design best practices. Engages with communities of practice across other government and civic tech agencies to follow trends in the area of government/civic digital services.
o Identifies and explores new or alternate technologies, as assigned. Seeks opportunities for innovation by following trends and developments in the areas of user experience and web content management.
o Delivers presentations and status reports to executive leadership and senior-level stakeholders throughout the agency.
o Provides liaison and subject-matter expertise to various Judicial Council advisory bodies and Committees. Drafts Powerpoint presentations and Word docs illustrating developments and progress of assigned Digital Service and Web projects.
o Provides administrative and budgetary support in developing RFPs, Contracts, and WORFs. Follows IT procurement practices and procedures and liaisons with IT Admin Unit finance team.
EDUCATION AND EXPERIENCE
Bachelor’s degree and five (5) years of experience providing technical and business process support, analysis, or project management for systems/applications. Additional directly related experience and/or education may be substituted on a year-for-year basis. Possession of a Bachelor’s degree in a directly related field such as computer science, management information systems, etc., may be substituted for one of the years of required experience.
Two years as a Business Systems Analyst with the Judicial Council of California or two years of experience performing the duties of a class comparable in the level of responsibility to that of a Business Systems Analyst in a California Superior Court or California state-level government entity.
