The Planning, Building and Code Enforcement Information Technology (PBCE IT) team is responsible for several Off-The-Shelf (OTS) and custom systems and applications that support the daily operation of
1)  the PBCE department ( http://www.sanjoseca.gov/index.aspx?NID=205  ) and
2)   the Development Services  process (http://www.sanjoseca.gov/index.aspx?NID=206 ) at the City of San Jose . 

PBCE’s current IT landscape includes:·         
Permitting & Compliance (CSDC’s AMANDA  https://www.csdcsystems.com/solutions/permitting-and-compliance-solutions/ , custom Public Portal)·       
Business Intelligence (Crystal Reports, Quick&Simple Reports in AMANDA)·         
Resource Planning & Scheduling (qMatic, custom inspection scheduling and assignment)·        Document Scanning & Conversion (Panagon Capture, QuickStroke, custom scanning and indexing application)·         
Collaboration (SharePoint)·         
Enterprise Content Management (Custom and SharePoint)·         
Enterprise Service Bus/Enterprise Application Integration (MuleESB)

PBCE’s future IT landscape will also include:·         
Electronic Plan Review·         
GIS Viewer·         
Mobile/Field Inspection 

PBCE IT mainly uses PL/SQL, SQL, Java, Visual Basic, JavaScript, ASP, HTML languages.  We use Eclipse, Toad, Oracle Developer, Microsoft Visual Basic, MuleESB AnyPoint IDEs and IDEs built into the OTS software.

The Department is seeking qualified candidates to fill three Senior Systems Applications Programmer (SSAP) positions to support the development and maintenance of the above systems and applications.  These are permanent positions which currently have a budgeted end date of 6/30/2020.  Our candidates should have technical experience in at least one or more items in each of the following four skills groups:
1)  Systems: CSDC’s AMANDA or Accela’s Land Management, writing Crystal Reports, ECM such as Sharepoint, ESB such as MuleESB, ESRI GIS, Case Management/Tracking systems
2)  Languages: PL/SQL, SQL, Java, Visual Basic, JavaScript, ASP, HTML
3)   IDEs: Eclipse, Toad, Oracle Developer, Microsoft Visual Basic, MuleESB AnyPoint IDEs
4)   Others: Project Management concepts, version control system,  automation test tool such as Selenium or Sahi, Office Suite,  Alphinat’s SmartGuide, Windows Desktop and Server OS environments, basic system administration, Restful Webservices, data structures, IIS and J2EE server administration

Duties may include:·         
Develop new or customize existing systems and applications using PL/SQL, SQL, Java, Visual Basic, JavaScript, ASP, HTML·         
Document defects and enhancements·         
Maintain existing systems and applications·         
Provide end-user training and support·         
Prepare and update end-user and technical documentation·         
Test·        
Training peers on programming related topics

Qualifications

Minimum qualifications

Education: Bachelor's Degree from an accredited college or university in Business Administration, Public Administration, Computer Technology, or a closely related field.
 
Experience: Three (3) years of increasingly progressive experience in computer systems applications programming.  
 
Acceptable Substitutions: Additional years of directly related work experience may be substituted for up to a maximum of two years of the educational requirement on a year-for-year basis.
