What is WDS?
WDS (Website Development Service) is responsible for the design, implementation, upkeep and iteration of healthcare.gov. WDS leverages Ad Hoc’s engineering, product and design teams to develop the tools that enable millions of Americans to research and apply for the health care insurance that is best for them.

Job Summary and Responsibilities

Associate Product Managers at Ad Hoc work with clients, stakeholders, and a cross-functional team to help deliver effective user-centred solutions for government. They are responsible for translating business goals and user needs into well-defined user stories for implementation while working with others from the product team to support the iterative design and delivery of new digital services.

Both detail-oriented and capable of understanding the big picture, Associate Product Managers help analyze and define problems and leverage qualitative and quantitative feedback to manage priorities and support decision-making.

The ideal applicant has prior experience supporting a product team in an agile environment, ideally as a scrum master or in a similar role, and is interested in growing as a product manager at Ad Hoc.

Core Competencies & Experience

1-2 years of experience supporting a cross-functional product team in an agile environment.

Understands how to take an iterative and hypothesis-based approach in order to shape and execute on a product vision. Collaborates with Ad Hoc Product Managers and external stakeholders on feature definition, prioritization, sprint planning, and other documentation and activities as required.

Supports the iterative design & delivery of new products; uses qualitative & quantitative feedback to guide decision-making.

Translates user needs & business goals into well-defined user stories for design and implementation.

Understands the relative complexity of tasks and the logic behind them. Proactively manages risks & dependencies for the team.

Helps define and measure KPIs to evaluate the impact of what is delivered.

Helps manage agile ceremonies like backlog grooming, sprint planning, and team retrospectives to support the iterative design and delivery of new products.

Serves as a trusted partner for external clients and stakeholders

Has experience working with external clients and stakeholders.

Can serve as a “trusted advisor” and help coach clients towards the highest value solutions.

Is a strong verbal and written communicator.

Can effectively communicate complex technical and business issues for a wide range of audiences.

Has experience developing product briefs, release plans, presentations, and other documentation.
